County and City Enterprise Boards Get Funding Boost

The Taoiseach, Brian Cowen TD, has announced a €3.3 million funding boost for the country’s network of county and city enterprise boards (CEBs) which will be paid out before the end of the year creating more than 450 jobs. The stimulus will be channelled through the CEBs to help new businesses get off the ground and support existing ones in creating and protecting jobs.

The Taoiseach was joined at today’s announcement by the Minister for Enterprise, Trade and Innovation, Batt O’Keeffe TD. The announcement was made on board Cadhla – a 60ft barge business operated by City Canal Cruises which has received funding from Dublin City Enterprise Board. The Taoiseach said the extra money announced today would support new business projects this year and create hundreds of jobs.
‘Jobs are the central priority of Government policy and the CEBs create and protect jobs in communities throughout the country. ‘The CEBs’ local focus and agile ability to respond quickly to specific business needs are key components in the Government’s overall policy to support entrepreneurship, growth and productivity in the micro-enterprise sector. ‘The stimulus measure announced today will support more projects and create new jobs at the frontline of local enterprise in cities, towns and villages across the country,’ said the Taoiseach.

The country’s network of 35 CEBs supports micro-enterprises employing 10 or fewer workers in the start-up and expansion phases. They provide business development grants, training and mentoring to small businesses to stimulate local economic activity and entrepreneurship. The €3.3 million capital allocation is in addition to the €15 million already provided this year to the CEBs whose services have been in increased demand since the economic downturn began.

The CEBs were asked what extra capital they could use and pay out this year and what job numbers they would estimate against that spending. They provided gross figures based on their expectation of what projects and activities could be advanced this year.

Minister O’Keeffe said the CEBs play a pivotal role in stimulating local economic development by sustaining and growing the micro-enterprise sector. ‘Total net jobs created in CEB-supported companies between 1993 and 2009 was 30,726. ‘In addition, significant numbers of people were supported in various management training and capability development programmes. ‘The funding boost announced today by the Taoiseach has been made possible by identifying savings in my Department’s overall vote which can now be used for creating jobs and building for economic recovery.
‘I look forward to supporting viable business projects through the CEBs as a result of the funding,’ said Minister O’Keeffe.

The Acting Director of the Small Firms Association, Avine McNally, warmly welcomed the announcement by An Taoiseach of a €3.3 million funding boost for the country’s network of county and city enterprise boards (CEBs). “Small businesses are both different and important they are different because they are managed by people who take risks and important because they create jobs. This funding acknowledges that small business throughout Ireland are the engines of recovery and recognises the important role they play in leading our return to economic growth and job creation.

However, Government must also offer even more support by taking action to address competitiveness, ensuring a flow of credit, maintaining supportive tax measures and reducing the regulatory burden for small businesses.”

Mc Nally stated that the funding must be made available quickly and without excessive paperwork to ensure it is delivered to those businesses most in need.

NDRC now accepting applications for “LaunchPad”

NDRC is now accepting applications to January 2011 three month Accelerator Entrepreneurial Internship Programme “LaunchPad”

NDRC (National Digital Research Centre) today announced that it is accepting applications to the January 2011 “Ideas to Income” LaunchPad programme. LaunchPad is a three month accelerator programme that is targeted at emerging start-up entrepreneurs with strong research links; applications will be accepted from small groups or individual entrepreneurs with ideas for new businesses in the digital space.

A number of applicants will be invited to NDRC to pitch their concept to a panel of judges. Successful applicants will be provided with a dedicated working environment within the Digital Hub for the 3 month period, a hands-on mentoring programme from industry experts; weekly workshops and networking opportunities; plus an investment of up to €20,000 per project. All projects work towards a product or service launch, on completion projects will take part in “LaunchPad Lift-off” where they will network and pitch to investors in a battle for funding.

A number of projects have achieved successes through the LaunchPad programme to date. One company that has emerged from LaunchPad is Point The Way – offering an advanced GPS navigation system for the visually impaired. While taking part in LaunchPad Point-the-Way secured an advisory team that includes the National Council for the Blind. Point-the-Way are currently in discussion with the Royal National Institute of Blind People in the UK, technology companies and other partners on the potential to improve the independence of blind people. Glidesys Technologies Ltd joined LaunchPad with their product Glidebooks, an instant activity sharing service that addresses the cost and complexity of managing a mobile workforce, back-office operations and customers. During their time in the LaunchPad programme, Glidebooks secured follow-on funding, built an advisory board from academia and industry and is currently testing their product with a user base of 250 people.

Reflecting on the successes of past programmes Ben Hurley, CEO, NDRC said “We have seen impressive results from the LaunchPad programmes to date with 82% of projects launching prototypes within the 3 month programme time period, 27% of projects that have taken part in LaunchPad have successfully raised finances to proceed with their business and 91% of projects have met with potential investors”. Mr Hurley continued “These figures reflect the potential that can be achieved within a short period of time when the right people collaborate and focus on progressing ideas to income. NDRC is positioned between industry, academia and venture investment, bridging the gap between research, and investment with a bold approach to progressing concepts from idea to investment”.

Closing date for application to “LaunchPad” is 5pm on 17th November 2010. Selected applicants will pitch for entry into the programme to a panel of evaluators and the programme start date will be 5th January 2011. Tax Exemption for New Start-Up Companies In Ireland

There has never been a better time to set up a company in Ireland. David Brannigan explains the new tax exemption for startups

The Irish Government has introduced a scheme whereby new start-up companies are exempt from paying corporation tax for the first three years of their operation.

In order to avail of the scheme the companies

1) must be incorporated on or after 14 October 2008,
2) commence qualifying trade in 2009 (now extended to 2010),
3) have corporation tax liabilities that do not exceed specified levels.

In order to qualify, the trade of the company must not have been previously carried on by another person or formed part of another person’s trade.

The relief also does not apply to “service companies”. These are companies which are controlled by five or fewer people who carry on a profession or supply professional services.

The maximum relief allowable is for a corporation tax liability of €40,000 per annum. There is also marginal relief where the corporation tax is between €40,000 and €60,000.

Bray Community Enterprise are registering names for a new course specifically designed for unemployed people living in the Bray area who want to set up a business. Courses range from the 7-week Considering Self-employment (next one starts on 2nd June) to the more intensive 22-week Pre-enterprise Training programme.

The services provides support to long-term unemployed people, short-term unemployed people, dependent partners of unemployed people, lone parents, early school leavers, people in receipt of a disability payment, non-Irish nationals and individuals working in the home.

Considering Self-Employment: Exploring Options

If you are thinking about self-employment, this programme will give you an introduction to the concept of self-employment and will help you to:

identify your own skills and interests and how you could use them in self-employment;
explore the elements needed to set up and run your own business;
build confidence;
learn to identify business opportunities.

Pre-Enterprise Training Programme

If you are long-term unemployed and have a business idea this course will help you to develop that idea and bring it to the stage where you can set up your business.

Course run over a 22-week period, as a CE scheme with support from FAS;
Structured training programme (group and individual mentor sessions) covering such topics as book-keeping, marketing, IT skills and management;
You may be eligible to progress to the Back to Work Enterprise Allowance (DSFA).
